I will buy the fabric to take to a tailor to have a velvet mans
sportcoat made.
I would like to know how many yards/meters are necessary.

Do you currently have a tailor? This person should have
some idea of what's required.
Failing that, you might look for a pattern (in a fabric store)
These state yardage requirements. However, it's widely known
that pattern sizing and yardage requirements need to be
more about this.

would there be a difference if the coat is business length or if it is

I feel like I'm asking the obvious here, but why don't you ask the
tailor who is making the sportcoat?

I am not taking it to a "random cheap tailor" but to a good one, in my
estimation. But he does not speak english.
So I cannot ask the tailor before I actually get to Thailand.
The fabric selection is so limited in Thailand that I need to get my
fabrics in the USA.
By the time I get over there, communicating to friends here will be a
hassle.
The tailor and I can communicate rough yardage, but I want to bring
enough for him to start.

Maybe the OP is taking the fabric to a random cheap tailor in another
country.

Maybe. If that's the case, maybe he could see a tailor at home then
bring those measurements/yardage with him when he travels.

rough yardage should be enough if you give him the measurements and he
knows you want a sportscoat made of velvet. Heck, buy an extra yard and
the_sarp...
