My husband and I are going to a costume party next month as a 70's prom
couple. I've found a good vintage 70's dress (it's so horrible) but I
don't remember what kind of shoes we wore.

I was going to say "Keds" and then I realized "prom couple."
Maybe "nonconformist prom couple" and then it would work.

Also, as far as makeup, I guess I'm doing blue eyeshadow, lots of
mascara, frosty blush? What about lipstick? What did we wear? Gloss?
I dont' remember my makeup from then, except I know I wore too much.

I found this through web-search:
All you need to know to have that 70's glow
Clean Canvas (face) - Apply cosmetic concealer and foundation as
usual, making sure that you cover your eyelid as well (this helps your
makeup's staying power). Tans were big in the 70's so a cosmetic
bronzer over the entire face is a nice touch.
Blush - Using a shade of blush that blends well with your skin tone,
apply in light layers. You need to apply this makeup very lightly,
layering until you achieve a nice glow. Your blush should not stand
out.
Eyes - blend the edges of the makeup in each of these steps
=B7 Eyelid - from the lid to the crease, apply a shimmery gold.
=B7 Crease - you will need a frosted makeup in a brownish brick
shade. Apply this in the crease from this inside corner to the
outside.
=B7 Highlight - using the gold makeup you used for the eyelid, barely
highlight your eye just below the brow
=B7 Eyeliner - the makeup of choice for this is a dark brown wet/dry
eye shadow used wet. Apply a thin line from inside corner to outside
on both top and bottom of the eyelid. The line should be extremely
thin on the inner corners.
=B7 Brows - you will need a brow pencil here. This cosmetic should
be applied by defining your arch, then filling in any gaps in the brow.
=B7 Lashes - the choice lashes for the 70's face are false. Very
spiky for the top lashes and individual lower lashes make the eyes more
authentic. You can use an eyelash curler to blend them to your own
lashes.
Lips - your lips need to be very smooth, exfoliating before hand is a
good idea. Makeup of choice: matching lip liner and lipstick in
golden orange or peach and a frosted gloss. The makeup shade should
coordinate with your blush. Apply your lipstick prior to applying you
lip liner and cover with the frosted gloss.

Go to a library and look up fashion magazines and newspaper fashion
sections from your target era. There will be plenty of advice for
prom-goers.
A librarian can help you find the stuff. If you have a card from a
library that gives on-line ProQuest (publications archive) access, you
don't even have to go to the actual library.

Keeping the "horrible" theme going, wear suntan hose that has a reinforced
toe with white or pastel open-toed sandals with a chunky heel.
For makeup, be sure to wear a too-dark, orangey foundation. Lipstick would
be pale and probably in the coral family ... or just gloss.
