Marilee,
I've never heard of it.
North Dakota doesn't get the snow cover we get here in NY.
As a native explained to me once.
One day the wind blows the snow from Canada, through North Dokota into South

North Dokota and into Canada.
This repeats itself all winter long.
The snow is never falling down, it is always going sideways.
And the wind is ALWAYS blowing.
