Atlanticus Washington SPECK was born in Pennsylvania in 1845. I do not
know in which town/city he was borm. His parents and several older
siblings sailed from London to New York,New York on the ship 'Pallas'
arriving in September 1844. I can't find records of their departure
from USA so don't know which year they returned but they are back in
England by the time of the 1851 census.

I'm pretty sure that all individuals were enumerated regardless of their
citizenship status. I have many immigrant ancestors whom I've found on the
census records which indicate whether they were born in the US, if not then
they were asked it they were naturalized or still an alien or their papers
were still pending approval.

I know that is true in later censuses. But the 1850 census sheet does
not have a place for that information. If they also enumerated resident
aliens, did they count them for the purpose of re-apportioning seats in
the House of Representatives? It would seem odd if they did. Maybe
someone can chime in with a definitive answer as pertains to the 1850
census.
Then again, we probably need to establish what the citizenship rules
were in 1850 first.

Have you checked the 1850 US census? What were his parents names?

Would like to purchase copy his birth record. I have no idea why they
all went to the USA in the frist place. Hoping some kind soul can
help.

I doubt if you'll find a civil birth record for him in 1845. Most states
didn't require them until about 1908. If you knew where the family lived
in PA there might be a chance of finding a church record.
