Can some kind soul please tell me where I would write for a copy of
a marriage record for a marriage that was performed in Allegheny
County, North Carolina in December of 1898?

You can do a web search on Allegheny County, North Carolina and
then follow any government links. The Register or Registrar (never
can remember the exact name, sorry) of Deeds is the office that will
have those records. You'll need to know the approximate date and
the names of both parties, and the office should be able to let you
know the amount of money that you'll need to send in.

You can also web-search the Allegheny County, North Carolina GenWeb
site. They might have courthouse information and also might have
some marriage records online.
