photoshop elements is good for web sites

HiRes would be neeeded for good digital prints

Depends what you want to do. I have an Hp at work and a Canon at home and
they're both pretty good. I deliberately bought models that had the
possibility of also scanning negatives or slides and am now using them to
scan for transcription the archival films of parish records from my 1-place
study.
Depending on which side of the Pond you are, there's different model names
attache to the things, so since you don't say where you are, it's hard to
give specific suggestions.
As regards software, I use Photoshop (the full prog at work, the Home
Essentials at home). It's pretty expensive, but you don't need the newest
version - dealers often reduce the price of one version when the next one
comes out.

Are the records on regular microfilm? If so have you made some sort of
adapter to hold the film reel/reels?
I am very interested in this as I have on loan from district church archive
in Stuttgart 3 rolls of film for my one town study. I have a film reader but
I would like to be able to scan the film to disk.
I have an HP scanner with a film/slide adapter. Any suggestions would be
appreciated.

Don't you feel doing a whole town gives you a much better idea of what your
ancestors life was like?
