Benedict XVI has a brother - who I presume is now, according to tradition, a
member of the Roman and Italian nobilities sans a specific title. Is there
any talk of a title for him - or as he is a priest are they forgoing same?

When was the last time that a Pope made a near relative - brother, nephew,
first cousin - a cardinal? IIRC, Benedict's brother is older than he and so
would not be able to vote in a conclave.

search of the archives will reveal more, and no doubt answer your
questions in full:

"the Papal Costit. Apost. Urbem Romam of 4th January 1746,
which conferred Papal nobility automatically on the brothers of
the Pope at his election remains valid because its provisions in
respect of the conferral of nobility have not been provoked; for this
reason the
descendants of the brothers of Pope John XXIII are Nobile Romano. In
fact, even
when the family was already noble (as in the case of the Pacelli and
Montini,
for example), they were not necessarily "Nobile Romano" and this is the
rank
they acquire by their brother's election. Thus the Pacelli became
Nobile di Acquapendente, Nobile di S. Angelo in Vado and, from
1939, Nobile Romano. The Montini were rural nobility from the
Brescia region, who became Nobile Romano with the election of
Paul VI. The title of Nobile Romano is hereditary in the
descendants in the male line of all the male siblings of a Pope."
