I'm reading a book about naval matters during the early part of the 20th
century. The book refers to First Sea Lord Jacky Fisher and also refers to
an Admiral of the Fleet Lord Fisher of Kilverstone. Is this the same man at
different times in his career?

Yes. His name was John Arbuthnot Fisher, but he was universally known
in the navy as "Jackie". He was born in 1841, and was created Baron
Fisher of Kilverstone in 1909, on the occasion of his first retirement
as First Sea Lord (Churchill brought him out of retiremnt in 1914, to
his later regret). There is an adequate article on him at Wikipedia,

He was actually Baron Fisher ("of Kilverstone in the County of Norfolk"
being the territorial designation of his Barony), so the quoted reference to
"Lord Fisher of Kilverstone" is incorrect (but obviously still referring to
him).

I always rather liked him tbh, with his bon mots (the 'never explain'
quote being the most famous) and his delightful motto on his arms (Fear
God & Dread Nought)
