Has there been any mention of Prince Louis of Luxembourg and Tessy
Anthony title, or has Tessy became Princess Louis of Luxembourg?

the wife and their children are princes or princesses of Bourbon-Parma. the
Grand Duke has no authority over transmission of thsi title.

Didn't Grand Duke Jean try to renounce the Bourbon titles and arms? (I'm
supposing you would consider any such renunciation invalid, but my query is
whether they have claimed to have done so.)

Unde what concept of law does one simple citizen have a right to tell a
sovereign, and a foreign soveraign at that, what to do?

At best one could perhaps argue that the Duke of Parma may have had
some rights within the territory of Parma, in the dim distant past. But
under what law could he possibly have any rights anywhere else, let
alone over the sovereign family of modern Luxembourg?

I would assume that among royalty, there is at least some mutual respect
(for the most part) for the rules laid out by the heads of houses. I assume
that if Luxembourg ever did become a republic that the Grand Ducal Family
would want to be treated by others as the Duke of Parma would want to be
treated by the Grand Duke of Luxembourg. To flagrantly go aginst that is
detrimental to the idea of royalty (that is, to the Grand Ducal Family
itself), in my opinion.

But we are not talking about a period in exile or a what if. We are
talking of an actual situation where the Grand Duke of Luxembourg is an
actual sovereign and head of state. Even in the unlikely event that the
Duke of Parma happened to be an actual head of state at this time, he
would be in no position to tell the former what to do.

Of course, quite what authority the Duca di Parma has over granting or
not granting the use of obviously French titles to anyone in the first
place, remains mysterious.

to be understood as "et".
The Duke of Parma has probably a word to say concerning this marriage.

If it has to be understood as "et", then it would be written as such. It is
Bourbon-Parma informally or it is Bourbon of Parma. Previously, it was just
Parma.
