During my lifetime, I have seen several former swedish princes, mainly

Of you look at it from a point of view where there ancestors comes from
different social levels yes.
For a member of the Swedish Royal family to be able to marry he/she
would need the approval of the King and the government. If the King and
the government approve then prince/princess (or King/Queen) keeps there
titles (for example Prince Bertil's marriage to a commen woman was
approved but not Prince Sigvards, who last his titles)

because they married unequally. Sweden doesn't seem to give them a title
as a consolation prize, so eventually Belgium or Luxembourg makes them
counts. Is it spite on Sweden's part, or is there a law that the King
can't enoble his own relatives? I'm not necessarily blaming the King,
mind you, I know that he doesn't even have any theoretical reserve
powers anymore.

There have been a "unformal" law that no one should be created a noble
in Sweden. The last one to be raised to nobility was Sven Hedin, the
explorer, in 1902.
Regarding the royal princes. The royal view also was that they let there
family and country down when they married with out the approval of the
King. That is the reason why they last there titles not because they
married a common woman (if the King would have approved they would have
retained there titles).
