Was there a limit to the number of knights who could hold this order?

The annual Prussian state handbooks include lists of living recipients,
though without dates of appointment: Handbuch uber den Hof und Stat,

1803 to 1914, plus the last one in 1918.

There is also the Ordensliste, 1810, 1812, 1817, 1825, 1832, 1838,
1845, 1855, and 1862. 1868 was the last single volume (with seven
supplements), then multiple volumes in 1877, 1886, 1895, and 1905,
which also has a separate index volume. Each had annual supplements.
