I'm confident that Norway has the same system of unified preschool
system as Sweden, where the transition from pure daycare to
kindergarten is made gradually, but where diplomed kindergarten
teachers (necessarily with a wider competence included in their
diploma) are involved from day one.

Please note also that in some countries with a binary preeschool
system, the kindergarten phase starts considerably earlier than at
five. In France, the transition from "cr=E8che" to "=E9cole maternelle"
occurs at around three, not five.
