Yes. Just as the Duchess of Cornwall will be Queen Consort, whatever she is
actually called, King William's wife will be Queen Consort, too.

The wife of King George VI was known as "HM The Queen" between 1936 and
1952.

Right. Still, I think that HM Queen Catherine would be more correct,
since "The" is usually used to denote the Blood Royal.

It has always been used for Queens Consort (ignoring the issue of the
capital "T", which is a modern affectation). The distinction is that
there can only be one "the Queen", whether Regnant or Consort, while
there may be several people correctly styled "Queen Forename".
