Good point. The Swiss sociologist Robert Michel formulated the Iron Law
of Oligarchy, which I am paraphrasing as: Every organization is
operated for the benefit of the elites who gain control of the
organization. DR

I made a couple of errors because of faulty memory. It is Robert
Michels, and he was German. The Iron Law is in his book "Political
Parties: A Sociological Study of Oligarchical Tendencies of Modern
Democracy," The Free Press, New York (1966), pp 342-356. DR
