Sounds like a smaller than average head circumference. Some people are like
that, and in every respect normal. I wouldn't worry about a thing.

I just got back from taking my son to his 1 year old check up. he is 30
inches tall, 21 1/2lbs but when she measured his head it was only 44.5inches

I hope you mean 44.5 cm, not inches. My waist is smaller than 44.5 in. My
waist is 35 in around.

around. the Ped showed me his curve in his chart and he has dropped below
the curve what can I do to help get his brain development up. We play all
kinds of games and do all kinds of things with him and his sister who will
be 3 in august. I'm a bit concerned that his brain is not developing
properly.

Was he premature or small at birth? Or has everything
been normal so far and this is a recent drop? Measuring
head circumference isn't always very exact (and I think you
mean 44.5cm, rather than inches ;-) ). Is this a large drop
percentile-wise, or has he been trending this way for a while?
Odds are that this has nothing whatsoever to do
with whether or no you are providing sufficient intellectual
stimulation.

That sounds like you really need to talk to your pediatrician about this. Is
he meeting his developmental milestones?

What does the pediatrician say about his head circumferance?
As far as I know, outside of serious problems (and if he had any of
those, you'd already know), head circumferance is not related, in any
way, to brain development.
