leaving a small kid under the care of a stranger. How do you trust a
person to take care of your kid? I know references are
there but what if the references are fake?

You find out they are fake by calling the people in the references. You also
web-search the person and learn what you can about the person. And do a credit
check on the person (actually, I don't know how you do this part).

I've never hired a nanny, but I did find a board that people would post on.
Many times, it's a nanny they've had but their children have outgrown. They
then look for their nanny because they love them so much they want to find
them another nice family to nanny for. I think this might be a good way to
look. Of course, there's nothing preventing the nanny from impersonating a
family, but then that's when all your sleuthing work, interviews and
intuition comes in. Some mommy groups have lots of nannies working for them
and when the kids outgrow their nannies, you might catch one being passed
on. If the mom raves about the nanny, you at least have that to go on.
