My wife picked up a Norcrest tea cup at a thrift store. It is marked
"handpainted" and has a pattern number 14/24. It has a nice painting
of an old-fashioned sailing ship on and in good shape.

Is there any way to tell more about this piece like its age? Possible
value (if any)?

Any help appreciated!

Norcrest was the name of an import company, much like Inarco and
Napco; their products were popular post WWII. They may still be in
business. Most of their teacups/saucers were used by the florist
trade in the 1960s era.

Thanks for the information! The painting wasn't all that perfect so I
figured it wasn't valuable. She just liked the pattern.

Your wife bought it because she liked it; don't worry about any value.
