I have a set of 4 mountain man figurines from the national porcelain
company titled "western masterpieces".
I've found some history on the company but very little about their
figurines.
Is this because they're worthless or because they're rare?

They could be both ;)

The subject matter may mean that there's an audience for
them (did you check that online auction site for any action
on these).

You might know more about these than we do. Are they
"made to be collected" (ie, come with a COA), where were
they made, etc?

I don't know what a COA is. On the label it says "Collector's Sculptured
Western Masterpieces by National Porcelain Co. Inc."
They were made in Trenton, NJ circa 1937-1940. They began making
figurines in '37 and the co. name changed in '40.

P.S. Believe it or not, I sold 10 of those "Dime On Pins" last weekend
for $1 ea. The fellow that bought them said they would be stocking
stuffer. I haven't sold any more of the twig bundles yet 8-)

COA = Certificate of Authenticity. It's the modern collectables ruse to
make you think your buying something that will increase in value.
Unfortunately, the stuff sold with these certificates is basically
worthless.
