It was a drama, set in the USA. The series' main character
was a girl living in a town where there was occasionally snow.

It sounds like Addie Mills to me, too, except that the intros weren't
sepia, they were collages.

Check out the Addie Mills page and see if that's what you're
remembering:

Yes! That sounds right. Now I have to check it out via Amazon.

My thanks to you, and to Jude Cormier. I've been racking my brains
and asking relatives and friends over the past 15 years to no avail.

Jude Cormier...
CBS just needs to get these out on DVD, even in a box set.

I can barely remember the show. The era of the setting was
probably anything from 1930's to 1960's. The main character's
family was middle class. The main character was between
ages 8 and 16. The neighborhood had houses with yards and
sloped roofs, and paved streets, so it was probably in the
suburbs. The main character was white, I think.

The theme music was good--looking back, I wonder if it was
the same person who scored the Walton's TV series.

I think the episodes started or ended with a sepia tone or
cross hatch drawing that faded into a still photo (of the
same scene) which started to move.

It may have been a Hallmark TV special.

Can anybody help me ID this show?

Sounds similar to the Addie Mills TV movies/specials that started with "The
House without a Christmas Tree"
