Desperate Housewives is a Drama...NOT a Comedy.

ABC has been able to nominate it in the comedy category to prevent Lost
and Desperate Housewives from competing against each other.
The producers of "dramedies" are getting away with this game. Boston
Legal has been nominated for some awards in the drama category, but it
may be nominated for an Emmy in the comedy category.
There's talk that the Emmy awards may change the definition of "comedy"
to mean "sitcom only," excluding dramedies like Boston Legal and DH.
That would put an end to this game of nominating dramedies for whichever
category maximizes their chances of winning, and force Lost and DH to
compete against each other.

No. The Emmy folks are reluctant to add new categories, unless as a
last resort. Besides, it just adds more confusion--the producers of
Boston Legal could still choose whether to nominate an episode of their
show in the dramedy category or some other category, depending on its
content.
By defining "comedy" to be "sitcom only," then it becomes clear that
Boston Legal is not a sitcom and no way can the producers nominate it in
a sitcom category.

How many dramadies are there?
The stereotype is that if it's 60 minutes it's a drama but if it's 30
minutes it's a comedy. DH breaks that rule. BL does so also. So did ALLY
MCBEAL. Plus at 60 minutes they included major chunks of drama and tend to
end dramatically altho they tended to start comedically.
The flip side was SPORTS NIGHT, HOOPERMAN, THE DAYS AND NIGHTS OF MOLLY
BROWN, and THE SLAP MAXWELL STORY were 30 minutes of mostly drama with
comedy mixed in.
