the mandatory rest period at the start of each leg? Why'd they stop?

At the end of last week's leg, I thought BJ and Tyler might not be
able to rely on even Ray and Yolanda. But not only did Ray and Yolanda
help, but Eric and Jeremy took pity on BJ and left him a pair of
sandals. (Fortunately teams weren't instructed to fly to Alaska.)
