When I was watching the season finale of "Life on Mars" the other
night, I was surprised to see a promo for "Doctor Who." Turns out
that BBC America is going to air the "first" (Christopher Eccleston)
season starting in November (the 21st, I think).
I don't know whether BBC only licensed the show to SciFi for one
run-through, or whether SciFi will also rerun Season "1" at some point.

Probably. BBC America gives dramas about 45 1/2 minutes in an hour. The
longest Doctor Who episode in Series 1 was a second or two less than 45 1/2
minutes, if I remember correctly.
SciFi was editing episodes to 43 1/2 minutes before commercials.
SciFi did this by removing the 30 second "Next Time" previews embedded in
the first 12 episodes, removing the clips from the previous episode on
"Parting Of The Ways", and editing content on I believe 8 of the episodes to
get them to length. The rest of the episodes were already short enough (or
were short enough after the "Next Time" bit was removed) to fit the time
slot. Some of the content cuts were sloppy, some were clever.
BBC America includes "Next Time" previews when they are part of the original
episodes. They include naked bottoms, breasts, and the "s" profanity - no,
none of those were in Doctor Who - but keep an eye out for the upcoming
spinoff Torchwood.
They'll probably crush the credits for prime time airings, and that will be
a shame. Otherwise, it'll be the most complete these episodes ever appear on
US TV barring them being sold to PBS stations.

Doubt it. The show was created to have commercials in it, as CBC funded
part of the show. I haven't heard of any reports of cut footage in one
version.
