A bill that hopefully will go nowhere. This guy can't seriously believe
that the state has any right to that money or that if passed, that the
courts would uphold this.

Not that I have any great love for merchants, but this is just plain
ridiculous.

I suspect it is more of an early April Fool's joke. He knows
that such a bill would never make it out of committee, so he
has no reason not to joke about it.

BTW, he knows that is has a good chance of passing the assembly because the
Dems just took over (In Wisconsin, the Dems are Ultra Ultra left wing). It
has no chance of passing the Sate Senate.

Also what windfall for the merchant? How is buying a gift card and loosing
it any different then buying a product and losing it or breaking it?

Just an example of why Wisconsin is one of the highest taxed states in the

The preceding clause simply gives a reason for the amendment.

A clause which doesn't contradict the meaning of the second half. Are
you saying the Second Amendment *doesn't* clearly say the right of the
people to keep and bear arms shall not be infringed, just because it
talks about the necessity of a militia immediately beforehand?

There are two ways I can see to interpet the SA.

1: Because we need a militia -- which can be a threat to a free state,
even if it's necessary to maintain the security of that state -- the
people (*not* the militia) need to be able to arm themselves in order
to keep the militia in check.

2: Since we need a militia in order to maintain the security of a free

spam...
In order for there to be a well regulated Militia, the right of the
people to keep and bear arms must not be infringed.

function as that militia when needed.

Both the Swiss and the Israelis agree. In Switzerland all males of a
certain age are legally part of the militia and the law requires that

So are they in America. It's called the Unorganized Militia, covered

Personally, I think the Founders meant the first interpretation rather
than the second, since they were, in general, distrustful of standing
armies.
