historically the most daring. NBC has usually held the middle ground.

As others pointed out, "NYPD Blue" was aired on ABC, not NBC.
That was the first non-cable show to feature moderate nudity in Prime
Time. Years earlier, ABC launched the "Jiggle Factor" era with
"Charlie's Angels" and "Three's Company".

Yeah, but NYPD Blue jumped the shark when they had to go and show
Sipowitz's bare flabby ass.
