Enough Eureka experiments!

Okay people, listen up. There's a new mayor in the town of Eureka, and
proclamation numero unero is this:
"ENOUGH EUREKA EXPERIFRELLINGMENTS!

However, Beakman experiments are encouraged.
Gawddammit, Toledo, get yer heads out of your arses and pick Beakman's
World up...

It's been like pert near every week like clockwork for the past couple of
months that some rogue experiment has not only threatened the town of
Eureka, but the country and possibly the universe. That will stop.
Henceforth, ALL experiments will be submitted for approval by the E3B
(Eureka Experiment Enforcement Board):
1) If approved, said experiment will be insured, premiums to be paid by the
experimenter or Global Dynamics.
2) If not approved then said experiment will be unapproved--and the
experiment will PERSONALLY BEAR FULL LEGAL LIABILITY for any damages caused
CIVILLY and CRIMINALLY. All unsubmitted experiments will be treated as
unapproved experiments.
3) ALL experiments will be thoroughly logged--with daily updates and as well
as comments about significant changes in said experiments--and submitted
with the E3B, encrypted with a public encryption scheme which can be decoded
under warranted emergency conditions. Failure to keep updated logs will
result in said experiments being treated as an UNAPPROVED experiment.
This town was created by and inhabited by visionaries and with grand visions
for today and tomorrow. Those visions come with great risk and the potential
for great reward. However said risks can be, should be, and from on, will be
managed, risk balanced against the greater good.
Lastly, it's a lovely town here and I look forward to trying out the
laser-cooked omlettes with french toast. I hear they are excellent. Well,
