It happens all the time. Some shows make it difficult to do but most
don't. Babylon 5 was a great series, in my opinion, but it would be a
difficult series to come in somewhere during the middle since so much
that happens depends on what happened before. Most series aren't that
tightly tied together since they don't have a pre-planned development.
As to coming in during the middle of a show there can be many reasons
why you might do it. Maybe someone you trust recommends a show that
you skipped at first. Maybe there's nothing on that night so you try
it out and like it. Or maybe something happens within the show like a
new actor joining the show (say DJE joining "Close to Home") that
might get people to try out the show that had skipped it before.

Well, the show doesn't require you to know everything that's gone
before although there is some continuity. You will see some recurring
villains that come in like the Daleks and Cybermen, but there are
often new villains that show up on occasion. As to background info
that might be good to know. The Dr. has visited the Earth many times
and has had many human companions along the way. He's also spent many
years working with a military portion of the UN called UNIT on solving
many of the alien problems that occur.

Also with the new series there is one big change that has occurred
which has a big effect on the Dr. and his outlook. The Time Lords and
the Daleks have had a huge war that has spanned time and space (due to
the Daleks gaining the ability to travel through time.) This has ended
up with only the Dr. being left alive out of all the Time Lords and at
the start of Season One (or 27 depending on how you count the seasons)
all of the Daleks are gone, as well.

The Daleks are these little creatures that have built themselves
mechanized transports that they live in. They hate all other life
forms and are always working to destroy any other intelligent beings.
Although they are willing to work with some beings to reach their long
term goal. The Cybermen are something like the Borg. Humanoid beings
that made themselves into cyborgs over time. They have their own
agendas which are often inimical to the worlds they visit.

only watched the later years of Star Trek TNG and I love Charmed. Was
wondering if what the experts on RAT thought.
