why do overseas politicians brawl, but not american?

Used to happen. There was a famous case leading up to the US Civil
War (from memory; I could look up names if you like). An abolitionist
congressman gave a rather incendiary speech. After the day's session,
a Southern congressman came over and started beating him savagely with
a cane; the Northerner had his legs trapped under the desk and
couldn't get away. Eventually he wrenched the desk off the floor and
collapsed beside it. Other outraged congressmen made a motion to
expel the Southerner, but they couldn't get a 2/3 majority. The
Southerner went home a hero, receiving huzzahs from all sides, lots of
new brass-headed walking sticks, and was nearly unanimously
re-elected by his district.

The names escape me (someone can look it up if they want) but the
injured congressman was from Massachusetts and faced a long recovery
from the beating,
when he returned to the House he received a standing ovation from the
other
members.

other while debating over a bill in US Capitol? Don't they want to
show how tough they are if the arguments don't go their way? cnn,
sometimes shows clips of overseas politicians (unsure of country,
perhaps Taiwan ) who'd engage in fights.

As I recall, there were scrums back in the early days of the nation.

The did on occasion, pre-Civil War. One Senator (pro-Abolition) was
clubbed to within an inch of his life by another (pro-Slavery), if
memory serves.
