Call the FCC - Demand (politely) A La Carte - choose your own channels

I canceled my cable service. (That's right; I use an antenna in my
home.) And I'm glad because the price w/ taxes over the last 10 years
has increased from $33 to $50. And for what? More channels, yes, but
they're all showing the same reruns that I've already watched.
Not worth the price.
Time to make that change. Time to call the FCC and say, "I can no
longer afford these outrageous cable bills. I hear you're doing a
study for A La Carte. Please record my vote: I SUPPORT IT."

That way I (and other americans) can buy Limited 15-channel Local
Service + TNT + Sci-Fi, and that's it. I estimate my monthly bill
would only be $12 + $1 + $1 for that particular arrangement.
A heck of a lot cheaper than the $50 basic service!*
I think I'll do that now.

The problem with your scenario is the cable company would also need to
rent you a box for each TV at $5 a pop and they would certainly charge
you an "access charge" for anything beyond the "must carry" channels.
Don't forget the tax man!
Pretty soon you would be $30 or more for 17 channels.

That's thinking way positively. $30 will only cover the basic hook-up,
the taxes and extra costs, and the home shopping channels. 17 channels
will likely cost what you're paying for 200 channels now.

I do agree that as soon as they take away the analog signals it would

You answered your own objection. ------ And since almost-all cable
companies are giving away DVRs anyway, I see no reason why the box has
to cost money. Like the DVR, said "box" could be provided rental free
too. (Probably the FCC would mandate that such a box be free & the
customer only pays if the box becomes damaged through misuse.)

In which case you would consider switching over to the 70-channel Basic
Package for ~$45 a month, since it's probably the better bargain for
your lifestyle.

be trivial to do ala carte on an encrypted digital data stream using
their box. The problem is everyone's "cable ready" TV would not be
cable ready anymore.
