Because it doesn't exist. Well, it did at one point, but the
FCC reallocated the frequency back in the 40's apparently
and after that all of the TVs were made without a channel 1.

There is a TV1 in NYC that appears on cable channel 1, but
that is different from what you are asking.

I read a TV Guide article many years ago - at least 20 years ago, maybe 30 -
before cable was very widespread, that said there was a Channel 1 in New
York city. Now it _may_ have been only on cable but I thought it was
actually a broadcast channel at that frequency. I had the impression that it
only had a very small broadcast range and wasn't even available all over New
York City, let alone elsewhere in the area. But that was a LONG time ago so
I could be misremembering this.

Perhaps today's Channel One on cable is that same channel??
