Are there any non-premium channels on DirectTV or Dish Network that don't
censor/cut their movies?
A&E?
SciFi?
TCM?
Hallmark?

AFAIK they show everything uncut and unedited. And thank goodness for
them.

I don't know about now that they have commercials and the like, but
AMC has shown uncut versions of lots of R-rated movies at various
times in the past, especially of war films in their Memorial and
Veterans Day marathons. I have "Patton", "The Boys in Company C", and
"Apocolypse Now" that I taped from that channel a few years back that
are all uncut, letterboxed editions.
I think TCM shows all their movies uncut as well, though something
like "Bonnie and Clyde" is about the raunchiest thing I've ever seen
on there. By modern standards it almost plays uncut on broadcast TV
anymore, though I remember when it was heavily edited.

I've never seen a movie on AMC that has graphic language and nudity that
hasn't been edited.
TCM shows movies uncut but very few would have to be edited anyway given
they are mostly oldies.
The bottom line with cable is, if there are commercials they are cut.

If you have HDTV, the various HD-only channels like HDNet are showing
movies uncut as well as un-panandscanned. Of course these are,
technically, pay channels, at least on Time-Warner.
