PBS cutting down British shows?

Tonight my local PBS station showed the Rosemary and Thyme episode, A
Cup of Silence, in a one-hour time slot. And actually, it was all of
fifty minutes because it started at five minutes after the hour and
ended at at least five minutes before the hour.
However, according to the Rosemary and Thyme website, this episode was
supposed to be 90 minutes long.
And I'm wondering what was cut out of it.....

At most, there would've been 20 minutes cut. I don't watch R&T, but
in the UK, it aired on ITV, which unlike the BBC is a commercial
network. So it airs in a 90-minute slot, but the actual episode
would run about 70 minutes.

Only 20 minutes of commercial? Wow, that's a lot less than U.S. TV
which would be ~26 minutes per 1.5 hours.
According to imdb.com, the actual length was 75 for this special
episode.

Particularly disappointing because I'm a fan of the actor Clive Francis
who was in this episode, and my suspicion is that a couple of early
scenes between him and Felicity Kendall were cut out, as he did appear
rather abruptly.....
