Since Maia apparently failed in whatever they sent her back for, it
seems like the PftFwouldn't have minded bringing her back to the
present, but should have argued more with Tom about the kids that were
successful in the past.

Not really.
The people from the PftF feel rather smug in their superiority, so they
give edicts, not arguments. Which is what she did. When he resisted,
she said then you have to do plan B. No arguments, just listen, or

These seem to be amazingly worthless powers.

I don't think the power must be inherently worthful. The 4400 power
gives actualization to that which they wish most. And for Lily, that
was a strong relationship with her daughter.
