When Hiro went to the past, he was able to telephone his past self. Is it
possible that during the time that there were two Hiro's, each of them had
half the ability... and that it was only after one Hiro existed (i.e. went
telenovels...

the limitations he feels he has are not necessarily true. For example, if he
were to go to a time prior to his birth, or at least prior to the time his
powers manifested in the initial timeline, perhaps he will have his full
strength and be able to affect the chain of events from that point forward?
