Questions on Verionica Mars of 2/8/06

I was confused by the ending of V/M. Could someone explain the
following situations?

1) What was the significance of the board V took to get copied?

Lord Usher...

Wait, didn't PCH Bike Club *always* steal cars, even under the old
management?

Weevil would never be so disloyal and hypocritical as to nail Thumper
and all the other PCHers for crimes in which he himself happily took
part.

Don Sample...

Maybe the cars will be part of some side operation that he's been
running with the Fitzpatricks, and not sharing its proceeds with the
rest of the club.

Rose...

I guess we'll find out, eventually. Remember, Veronica Mars is smarter than
us.

2) V discovered the teacher had done something by the glitter on her
shoes and V went into the ceiling and found something. I'm confused as
to what the teacher did.

2) I'm particularly confused about the marked $50 bill and the
interplay between V and Weevil. Was the bill marked when she got it or
not? I understand Weevil did steal the money and planted it in
Thumper's locker to frame Thumper. But afterwards, when V was talking
to Weevil, she mentioned the marking and that totally threw me. I
sensed that V was _not_ in cahoots with Weevil orginally, but covered
for him as the plot went on.

3) I thought they said Thumper wouldn't get into trouble. Why not?

4) Was there any significance to the girl Logan met or the girl's
father at the end? Are we supposed to know them?
