Is it over? Is it coming back for another mini-season, but really

Yes, but not until March. Basically, I think it will take the place
of SGA on the schedule once the second half of that show's third
season is finished.

That remains to be seen. According to reports, Sci Fi's contract
with MGM won't allow MGM to shop it to another network, at least
in the US. [1]
There's still the possibility, if remote, that foreign markets
(Canada, UK, whoever) can supply enough money to keep MGM making
episodes, which we here in the US can see via IVP [2]. The other
possibility is if MGM experiments with making new episodes
available for download and/or direct to DVD.
These aren't likely, but we can always hope.
[1] Not sure why Sci Fi would care if it went to another network
if they don't want it, but this seems to be the case.
[2] IVP == Internet Video Piracy. Arrrrrhhhhh, me mateys!

it's gone from SciFi.
