In the first section of just Paul singing lead, is he doing an
impression of Elvis Presley?

I'm not sure what you mean by bouncy part that sounds like a clown. The
whole song strikes me as a comedy.
There is one part with a high voice and exaggerated English accent;
that sounds like John to me. Is that what you mean by bouncy part?
There is another part where there is a low voice which seems to be
making nonsense sounds and at the end there is a higher voice going
"ooohh yeh, oohh yeh." To my ears, the low voice is John and the higher
voice going "oooh yeh" is Paul.

I don't know specifically, but the musical genre he is imitating
pre-dates Frank (and even Bing) by a few good years. It is pure
vaudeville/music hall. It just seems to me to be a generalized "crooner"
voice, as much beholden to such people as Rudy Vallee and a score of
unremembered music hall performers, as well as to the humorous approach
of the Bonzos, who also liked cheap jazz and music hall music.
