New rule # 5744

New rule: if cat screams at door to enclosure, said cat will go outside
when Meowmie runs over to open said door. This is non-negotiable. If cat
does not exit when door is opened, cat will be grabbed and thrown
outside. Cat will then stay outside for at least two minutes before
being let inside again.

Rule will be retracted when it is warm enough outside to keep door open
