I've always considered that the universal code for "pet me" or "pay attention to me".
A dog's life is too short; their only fault really.

may actually be an agressive behavior.as opposed to a submissive
behavior but i'm not exactly sure why he does this.Perhaps attention? I

Or, at the other end of the spectrum, Rocky cowers,
thinking I'm angry at him - a reason I don't "yuk out"
others' dogs at agility trials or training.

My Dozer does this all the time.
It's sort of his insistant way of saying he wants
attention. If I ignore him he sits up and tries
both legs. It's actually rather cute, but can also be annoying.
After you scold him it might be a kin to I'm sorry.
Sometimes the pawing can be a bit harder then you want or expect.
At those times do the same thing you would do if you were getting
nipped by a puppy. (I use: ouch! , then make him sit and be calm
before I give some attention)
It may also be at inappropriate times.
This is the time you should be notifying that it is
inappropriate and correcting. Dinner would be one of those times.
If it were Dozer he would be sent to his settle spot (or crate if you have
one)
until dinner is complete. If he was good then I give him a small treat after
dinner.
Actually Dozer now goes to his settle spot during dinner on his own
and is rewarded with a bone or some other treat. He actully
looks forward to it! Having two dogs this might be a challenge
but it is very affective.
