won't go potty in the rain

I was warned by my breeder that "Chinese Cresteds don't like the rain."
Watson (who is 18 months old and about 2 weeks "old" to me here) has
been nearly perfect with going potty outside, even while I'm at work.
And never ever a poop in the house! So imagine my surprise tonight when
I took him out at 6:00, expecting a full bladder, and he wouldn't go
(#1 or #2). And so I took him out again at 7:00, and he wouldn't go. A

Oh how I laughed and laughed to read about dear Watson! Not only the
Chinese Crested are thus afflicted, Jenny. My two Parson Russell
Terriers, one of whom has been known to completely disappear
underground and beneath the roots of trees, emerging soaked and caked
with mud, gently demurrs when it's time to pee in a misty rainfall.
As if she might melt.
On such days I take them out repeatedly at half-hour intervals, in
between which they are confined to the vinyl-floored mudroom where
they may have no TV, treats, or X-Box.
I try not to stress about it. Our girl is five and I have yet to
discover a "pee-on-command" thing that works in the rain. Eventually
she gives in and does it, or she holds it. Or she pees in the
mudroom. Our boy can be stubborn, but he usually gives in after a
time or two outside. I don't linger. If they haven't peed in three
minutes they come back into the house.

light rain was falling. I gave him about 15 minutes each time, and on
my way back in from the second walk, he stopped and pooped in the
hallway on my way back into my apartment!
I am left to conclude that this is rain related. But I'm baffled,
because Watson certainly spent each 15 minute session nose to the
ground. Does this happen to anyone else?
And what's the best way to teach a dog that I'm not out there for my
health in the rain/at 11 pm/ at 7 am?? I'm currently trying to ingrain
and reward my potty phrase for him while he's going, and I know this
may take some time so I'll continue with that. But are there any other
tips?
