Shipping manifest question

I have just received a shipping manifest containing the arrival of my
relative. It seems he was somehow obliged to pay a Mr Black at Kiama Twelve
pounds perhaps on arrival in Australia. In the column remarks it says "One
pound (I have not got the pound sign on my computer) Land & Deposit Regs.

Well that is what it looks like. There are three others on the page with
similar entries all mentioning Mr Black at Kiama. The rest of the immigrants
look as though they have paid 5 pounds RR per someone or other.
Would anyone know what Land & Deposit Regs might mean, it seems logical that
someone has paid for the farm labourer to come to Australia but I am not
sure really?

It was probably the early version of fuel tax, boarding tax, seat tax,
taxying tax, wear and tear tax, and the bad food levy (not to mention
the strip search contribution) that is common on transport vessels these
days....
