Place Names: Co. Grenville and WATE

I am interested in 2 Victorian place names.

The first is in the Certificate as "Cardigan, Grenvilleshire, Co.

Ken Gibb...

On Western Highway (just west of Ballarat)

Grenville." I know that there is a Cardigan Street in the Carlton,
Melbourne area, and assume that the "County" is the Lands Department
county.

The second is "Wate" which isn't listed in the index of Victorian place name

Possibly Waterloo - just north of Beaufort ( also on Western Highway)
