Gold buyers' records

My knowledge on this is speculation from what I have read.
I believe that gold could only be sold to licensed gold buyers - mainly the
banks who had representatives at the gold fields who bought the gold from
the miners or alternatively the miners took the gold to town and sold it
there.
I have also read of miners giving their gold to publicans for safe keeping
and to pay their accommodation and liquor.
My questions
Am I correct in believing that gold could only be sold to licensed gold
buyers?
Would the publicans and others who accepted gold as payment for goods and
services have been required to be licensed gold buyers? If so some may have
been acting illegally?
Did the licensed gold buyers have to keep records of who they bought gold
from and how much etc?
Where would such records be held and how would I access them?
I thought that if these records existed they might be a valuable source to
find/verify people who went to the gold fields and/or explain where their
wealth may have come from.
