I would have thought obvious from previous threads showing
confusion over County names and Registration Districts,
especially among overseas researchers and newbies.

I think you missed the word "considering"; most major changes are
nowadays announced annually for several years before anything gets
done (if ever) to give the impression that something is being done
(see also "Crossrail"). With the present mob doing their best to outdo
the previous mob they'll probably abolish anything that doesn't get
privatised leaving us nothing affordable to worry about anyway.

I may have missed it, but a decision to postpone/not
postpone 2007 elections is pretty imminent.

But I only posted it as a 'background' piece of information
of interest to Genealogists.
