Ring the local Council (i.e. Liverpool), and ask for the Street Naming
office. They'll tell you.

Current addresses can be checked via the postcode enquiry service on:
You have to set up an ID and password as the free access is limited to
10 results per day but not every query will trip the counter if you
don't get as far as seeing a postcode.

And if that address is a really existing address, is there some way to find
out who is living there today?

The electoral register will list registered voters, but you'll usually
need to visit a local library or council office.

software into which you can enter your address - and if it's a valid
address known to the Royal Mail, it'll turn up. As for who lives
there today, you'd need to check the Electoral Register which is
probably not freely available online. However, you could always write
a letter and ask them!
