Would anyone know whare to find the background
consanguinity rate for the whole population in
recent times, without obtaining learned papers?

Would that be Roman Catholic marriages in Spain, or the entire
population?

Would anyone know why you have to formulate meaningless and unanswerable
questions?

For a start, what do you mean by 'cousin'. The word is culturally dependent.
If you don't know what 'cousin' means in all the cultures in a country you
cannot even begin to compute the proportion of 'cousin marriages'.
