Elsewhere someone refers to "The Dobbler's Inn" and asks what a Dobbler is?
The sign has a man with a horse and cart. Possibly a rag-n-bone man? Anyone
know?

A "dobbin" was originally a cart-horse, so (also taking the nature of
the sign into account) a "dobbler" sounds like an alternative word for
a carter. Which end of which country is the above inn?

Dobbler and Cambridge seems to lead via web-search to a cached reference
from the Cambridge News in 2001 to " 'Dobbler's Hole' a rubbish-strewn
rag and bone yard." mentioned WRT someone from Cambridge so it looks
like your first guess was right.
The pub football team, Dobblers DC, has a link from:-
to
giving a different meaning for "dobbler" (a variation of a marble) but
considering the Cambridge News explanation and the inn-sign I suspect
that is more likely a coincident word.

Totally irrelevant to this query but I remember an old
midwife referring to the instrument used to monitor foetal
heartbeat as a dobbler.

Are you sure she didn't mean a doppler?

So that rules out the occupation of Doubler - found in Tin-plate
Works.
