Can anyone tell me please, when bith certificates were first introduced

That is one of the most fundamental facts in genealogy, easily
discovered by treating yourself to, or borrowing from a library, a
decent book on how to trace your family tree. It is also very easily
found on the Internet, including in my own Newbies' Guide (URL in my
signature).
The two most significant dates in all genealogy are.....
1) 1538 - the introduction of parish registers by Thomas Cromwell,
chief minister and adviser to Henry VIII.
2) 1st July 1837, the introduction of civil registration in England
and Wales (January 1 1855 in Scotland and January 1 1864 in Ireland).
