Islington is one of the register offices which won't issue
certificates for family history purposes. They refer people to the
GRO indices.

I have a birth which took place in Barnsbury in 1885 which is not
listed in the GRO index. I have checked under all the variations of

I wonder if it's something strange about Barnsbury Park! I have
mysterious entry in the 1881 Census for a child there for whom I can't
find *any* other record. She is listed as a grandchild of the HoH, aged
10, but I have come to the conclusion that she was a figment of the
Enumerator's imagination!

As the GRP indexes are created from information sent in by the local
registrars, there is a very good chance the person was not registered at
all. If it was left beyond the 6 weeks, the hassle involved in doing it
late was considerable.
Alternatively, look for the name under a simple variant spelling; a
complex change of the first letter or subsequent (like Instone appearing
as Juston..)
And the birth may have occurred elsewhere than in Islington - visiting
Gran at Heckmondwike on the day.

the surname in FreeBMD and 1837online. I have the date of birth but
I'm looking for confirmation of the parents.

Any (polite) suggestions about strategies to extract said birth

Cue Guy Etchells, the expert on legal matters relating to registration, to
tell us that they have a statutory duty to provide certificates! Surely it
most say so somewhere, Guy, in one of those lengthy Acts you seem to
have access to?

But what about the responsibilities of the RO?

It seem pointless to batter away asking them for a certificate they may
not have at all, when you have the necessary information from ,
presumably, the 1891 census.

This is no help to you but, to redress the image of Islington, I had a
very helpful and friendly response from the local history librarian
when I sent my 12 pounds for 6 years of parish register look-ups pre
1837.
