I'm having trouble finding my great-grandfather, Charles Russell, on the
1901 census. He was born in Devonport (Stoke Damerel district Oct-Dec 1877)
and I can see him in Southsea in 1881 and 1891.
Later in 1901 he marries my great-grandmother Harriet Patience White (Battle
district Oct-Dec 1901).
Any help gladly received.

Have you tried any alternative spellings? I have Russells in my family
and the name is frequently either mis-spelt or mis-transcribed. Here
are some I've come across:
Ruppell
Ruspell
Ruffell
Rupell
Rusell
Russel
Rousel

some times the first letter is wrong too
R = H = K = P
or even E or T or F from miskeying on qwerty keyboards

Mmm, yes, I've learnt on Ancestry.co.uk just to enter a Christian name and
no surname, plus the other usual details and letting the search engine find
all the Charleses from Devonport b c1877. Following someone else's
suggestion, I think I may have found a Charles Russell b "Portsmouth 1880"
(well, it's close to "Devonport 1877" isn't it ...) who is a 'butcher's
assistant' which makes it much more likely to be correct.

Now, if anybody would care to help ... I've been trying to find Rosina
Russell on the 1891 census on-and-off for the better part of a year.
She was born Rosina Lydia Russell in 1873 in Clerkenwell, known to be
living in St. Pancras in Oct 1892 (but not recorded at the address I
have when the 1891 census was taken), living in Holborn in 1881.
Possibly living with her mother Elizabeth (born 1834, who I am also,
fairly obviously, not able to find either).

Did you look at 38 Southampton Street, Pentonville St James, Clerkenwell
district 5b? There's a Rosina Russell (transcribed as 'Rosena') "daughter"
of Frederick and Sarah Breslow (but could equally be Bristow or Beeston)
with the wonderful occupation of 'chocolate cream maker'. Might this be she?
Perhaps Rosina's mothr has died and she has been adopted or taken in.

Could he be
1901 census
Charles Russell b 1874 Portsea Hampshire
member of crew, Royal Navy, Hampshire

Possibly. Here's another:
1901 census Charles Russell, boarder 5 St Vincent Road Portsmouth St Simon,
butcher's assistant born c1880 Portsmouth. I think the 'butcher's assistant
bit is right [his four sons became butchers], and 1880 is nearly 1877 if his
landlord wasn't 100% sure, and the 'Portsmouth' bit comes at the end of a
long line of dittos - and again, his landlord may just have assumed it was
Portsmouth instead of Devonport.
Thanks for taking the trouble - I found this one while looking for the one
you suggested.
