Hello, I wonder if anyone can tell me how to access historical acts of
parliament, two that I am interested in are the Soup Kitchen Act of 1847 and
the Hearth Tax of 1662/3. As always I appreciate any help - thanks

House of Lords Library (fairly certainly?)
British Library (maybe?)
PRO/National Archives - old Acts used to be on the shelves around the
room at the top of the stairs after you passed the "guards". If the
Soup Kitchen Act was repealed recently enough you might even find it
in a local library's holding of (an older set of) "Statutes in Force".

Some larger reference libraries have one of the 19th century
collections of statutes ("Statutes at Large" or "Statutes of the
Realm") which contain all statutes up to the date of publication,
whether still in force or not. If you are in reach of London,
Guildhall Library has them.

as a database of historical and current legislation

I think there has been some amount of working backwards from the
original start date of statutes available on-line.

I'm not sure there has. It's certainly been 1988 for several years
now. I think "disgrace" is fair enough. The Irish, who share much of
the legislative history, have *all* statutes currently in force
available online, as do most European countries and every US
jurisdiction. I don't know of anywhere that has all repealed
legislation available, though.
